Much paper, ink and whining occurred when County Mayor Tim Burchett‘s wife (at the time) was helping his Mayoral campaign with donations, expenditures and such.
I recently saw an article about Knox County Second District Commissioner Amy Broyles having a similar incident and decided to go researching. I now possess a full folder, let’s review.
What has been revealed is that on August 21, 2013 Case No. 13-40 of Amy Broyles was set to heard.

From the March 14, 2012 Registry of Election Finance minutes there was a Case Subject to Approval of Civil Penalty Order.
12-01 Amy Broyles for failure to file 2011 mid year supplemental campaign financial disclosure report with the Knox County Election Commission. Class two(2), no report filed, maximum ten thousand ($10,000) civil penalty. Ms. Broyles has had a previous matter before the board.
The board voted at it’s January 11, 2012 to issue Ms. Broyles a show cause notice.
Ms. Broyles filed the required report and personally appeared before the board to explain her failure to file.
On motion of Muray, seconded by Heim, the board voted unanimously to take no further action in this matter.

Dear Ms. Broyles:
The registry’s records show that you filed your 2010 third quarter report one hundred forty (140) days late. A show cause notice was sent to you on February 25, 2011 which set this matter for hearing at the Registry’s April 13, 2011 meeting. You appeared at that meeting and explained the late filing. Based on your explanation, the Registry voted to take no further action in this matter, which is now at an end.

A review of her Statement of Disclosure of Interest filings was conducted. This is a document filed online EVERY Year for disclosure of the source of a candidate/elected officials household income is generated from. Ms. Broyles and her husband own a local flooring business called Mr. Sandman. All of her 2008-2013 Statement of Disclosure of Interest filings were witnessed by her husband.
On April 25, 2013 household income for herself and her spouse is listed as Mr. Sandman. (no disclosure of income from Knox County. The position of County Commissioner is a paid position)
On February 24, 2012 household income from Mr. Sandman for herself and her spouse. (no disclosure of income from Knox County. The position of County Commissioner is a paid position)
On February 14, 2011 household income from Mr. Sandman for herself and her spouse and Knox Co. for herself.
On February 11, 2010 an Amended filing reveals household income from Mr. Sandman for herself and spouse, SSI – income by minor child and Knox Co for herself.
On March 9, 2009 an amended filing reveals household income from Mr. Sandman for herself and spouse, SSI- income received by minor child. (no disclosure of income from Knox Co. The position of County Commissioner is a paid position)
On July 15, 2008 a filing reveals household income from Mr. Sandman for herself and spouse.
It is evident that since 2008, Ms. Broyles has dodged and weaved her herself around the rules, requirements and laws that govern an open and transparent elected official. Her latest is not a simple oops, I forgot. She has a pattern of dodging $10,000 fine. One do over has been granted in her past. Now, it is time for the maximum penalty and time for a recall effort. Of course, Broyles could simply resign and allow the Commission to appoint someone that is open and transparent.
