Knox County Commission did not check and balance the statements of Dale Smith and they allowed the “Internal Auditor Richard Walls” to reduce the scope of the audit.
Any and all mismanagement of PBA since August 2009 could be construed as dereliction of duty by any and all in charge since 2009. Sandy Loy, Louis Cosby presented this material to Ed Brantley and Bob Thomas on their then Ed and Bob Show.
