CHR, Citizens for Home Rule along with Hamilton County Residents Against Annexation are trying to find out why SB2402 died in Senate State and Local on Wednesday April 7, 2010. The bill would require a vote by residents before annexation, it reinstates citizens’ right to trial by jury, it puts the burden on proof (that the annexation is justified) back on the city. In 1998, the bill shifted the burden of proof to the citizens and forbade a trial by jury.
