Knoxnews reports (here) that the Superintendent of TN’s Mountain View Youth Development Center located in Dandridge, TN is under investigation. Our investigation has revealed that Francis is also a Third District County Commissioner (here) in Morgan County, TN representing Wartburg.
I am being told that Francis lost the last election as a County Commissioner, which I will accept and say he is a Former County Commissioner BUT as is all things Morgan County with Don Edwards as County Mayor, the website information is old and out of date.
