On the sixth day before Philip Ballard leaves the Knox County Property Assessor’s office. We remember Black Wednesday. Ballard was a County Commissioner and on that day that he put his Corryton Crony in the other Eighth District seat. He also has continually hired, rehired his fellow Black Wednesday Commissioner pal Craig Leuthold in the Assessors office. It is about friendship…right?
