After about a year in office, Ballard hired Jim Weaver. BrianHornback.Com reported the double standard of Weaver’s personal property was not appraised/assessed as comparable properties and the massive amount of vacation time that Ballard awarded to Weaver in violation of Knox Counties HR policy. The 2016 defense is to blame a 2010 elected official, the problem is that Ballard hired Weaver in 2009. Weaver was Ballard’s 2016 choice to be the next Property Assessor, however a majority of Republican voters in Knox County on March 1 decided it was time for John R Whitehead to just clean it up. Clean up the mess that Ballard created.
