I do not know IF he will sign up for benefits. I believe he is eligible for health benefits through the state as a 6 year State Representative. So, after September 1, one could open records to see if he signed up for benefits.
As for the context, the “reporter” that reported $80k was wrong and I have since found out the “reporter” didn’t even call Rep. Roger Kane.
