Can One Knoxville Mayoral Candidate Get 50% plus 1 on August 27?

On Friday night, James Corcoran hosted Politics Knox on Community Television Knoxville. He asked me to be his sidekick/guest. We discussed the Mayoral race and City Council races. The Primary is August 27, 2019. Corcoran asked me if I thought that one Mayoral candidate could get 50% plus 1 vote to avoid a November General election runoff.

In 2015, Madeline Rogero received 49.90% of the vote in the primary, almost avoiding the general election runoff.

I do see significant campaigning by Fletcher Burkhardt, Marshall Stair and Eddie Mannis. I am sure Indya Kincannon is working and I do believe that one of those could break out and gain the edge to receive the 50% plus 1 to avoid the General Election runoff.
