It is all on Dr. Buchanan…….. it seems.
The Knox County Commission Work Session was Monday. Commissioner Kyle Ward’s latest Ordinance change that will make the Board of Health an Advisory Board and all Regulations will be the sole responsibility of Dr. Martha Buchanan appears to have a Super Majority support among Commissioners.
Eight of the Eleven cast a non binding vote of support last night for the Ordinance change. The first real vote is Monday December 21 and a second final vote before sending it to the Mayor will be at the January meeting.
Poor ole Larsen Jay was grasping at straws last night, confusing the other ordinance on the agenda for this one, the second Ordinance by state law requires a 2/3rds vote at the second vote. Knox County Law Director David Buuck corrected him. Then Jay got argumentative with Buuck and the Law Director fired back saying you are trying to give me legal advice.
Frustration carried on for the remainder of the meeting. Commissioner Randy Smith (one of the longest serving Commissioners on the Commission) made a motion and got cut off, someone made a point it should be a motion to send without recommendation, Smith said that is what I was saying, Jay shot back with I didn’t hear you, RELAX.

ACCORDING TO KNOX COUNTY CODE, THE BOARD OF HEALTH IS REQUIRED TO ADD UP TO 21 MEMBERSFOR DIVERSITY. THE BOARD HAS NOT ADDED ANY. ODDLY ENOUGH THE CODE ALSO SAYS THE MEMBERS ARE TO HAVE STAGGERED TERMS FOR THEE YEARS, THE MAJORITY OF THEM ACCORDING TO THE BOARD OF HEALTH WEB PAGE EXPIRE IN 2024. THAT DOESN’T SEEM LIKE THREE YEARS
Sec. 38-60. – Composition; terms of office; staff support.
(a)The total membership of the community health council shall not exceed 21 members, including six appointed and one permanent member as follows: one member appointed by the county mayor; one member appointed by the county commission; one member appointed by the city mayor; one member appointed by the city council; one member appointed by the Town of Farragut mayor; one member appointed by the Town of Farragut board of alderman; and the director of the county health department or his/her designee.(b)The members of the community health council shall serve staggered three-year terms.(c)The community health council shall adopt bylaws reflecting an inclusive process for the selection and appointment of additional members to result in a diverse membership, and to provide detail concerning specific council structures, functions, and terms of office.

APPARENTY THIS IS DIFFERENT THAN THE BOARD. BUT THEY NEED TO BE STOPPED FROM HAVING AUGHORITY OVER THE ADJOINING COUNTIES. I DON’T THINK GOV. LEE WILL DO ANYTHING WITH THEIR RESOLUTION THEY ARE VOTING ON TONIGHT TO GAIN POWER OVER ANDERSON , ROANE, BLOUNT GRAINGER AND UNION
Ok….what was posted says “shall not EXCEED 21 members”, it doesn’t say “must equal 21 members”, so less than 21 appears fine.
I would bet that wanting to be able to include outside counties is because those same outside counties are able to affect our HOSPITALS….correct? Is fair not fair?
Idk what was/is being discussed because I haven’t watched the meetings, but that is just common sense talking.
