Paul’s Oasis Beer License Suspended 60 days and a $7,000 Fine

LYesterday from Noon until 3:14 pm the City of Knoxville -vs- PTO, Inc aka Paul’s Oasis was heard.

The City of Knoxville through Attorney Allyson Dyer presented the city’s side. A local Attorney acting as a Hearing Officer. A Knoxville Attorney Rick Owens representing PTO, Inc and it’s owner defended the company.

The city had called three witnesses, Dr. Paul O’Brien of the Knox County Board of Health. His testimony was primarily for authenticating the Board of Health records. Knoxville Police Department Sgt. John Coward, whose job it is to inspect beer establishments, he is the one that has had to go and issue the numerous Citations. Mr. Paul Osterbrink Owner of PTO, Inc.

The hearing officer on Wednesday April 3, 2021 issued an order suspending the beer license for 60 days and a $1,000 fine per charge for a total fine of $7,000.

The City was requesting a 60 day suspension and significant fine. Unfortunately, due to the threat of criminal prosecution, Mr. Osterbrink utilized his fifth amendment right 21 times during yesterday’s hearing.
