Knox Sheriff Tom Spanky Spangler through his HR lady Lysette Alves wanted recruitment away from Merit System Council for Knox Sheriff employees and in the Sheriffs Department responsibility.
When the special committee met late last year and the beginning of 2021, Alves talked about how the KCSO would be thinking outside the box, now recruitment. Apparently, thinking outside the box is buying/renting billboards that feature the Sheriff and others in uniform.
