The City of Knoxville General Election is November 7, Early Voting begins in one week from tomorrow October 18 through November 2, 2023. I will begin with the contested General Election Races.
Municipal Judge
Judge John Rosson, Jr – had $3,749.13, received $6,130, spent $6,816.42 with $3,062.71 on hand. The campaign has loan from Judge of $13,500 – Rosson has received contributions from West Knox Republican Club and from the Knox County Republican Party.
Tyler Caviness – had $9,275.41, received $22,100, spent $12, 815.36 with $18,560.08 with an expenditure of $2,000 to campaign manager Jack Vaughan.
Mary Ward had $2,182.54, received $1,650, spent $3,832.54 with zero on hand. Ward has forgiven what remaining loans she had to the campaign. – Ward will not be on the General Election ballot.
Andrew Beamer report has not posted on KnoxVotes yet. Beamer will not be on the General Election ballot.
City Council at Large Seat B
R. Bentley Marlow had $7,034.65, received $3,250, spent $3,090.03, has $7,194.62 on hand There is a loan of $6,500. In this reporting period Marlow received a campaign contribution for at Large City Councilwoman Janet Testerman.
In the first report in July, Marlow has campaign contributions from former at Large Councilman George Wallace (who also serves as Marlow’s campaign Treasurer), a first contribution from Testerman, a contribution from former Fifth District Councilman Mark Campen, former at Large Councilman Finbarr Saunders, current Third District Councilwoman Seema Singh and Fourth District County Commission candidate Garrett Holt. In the August report, Marlow received a second contribution from Saunders.

Debbie Helsley – had $16,964.20, received $4,975, spent $3,669.71 with $18,269.49 on hand. an expenditure of $2,500 to the campaign manager.
City Council at Large Seat C
Tim Hill had $86,586.31, received $10,368.38, spent $35,087.95 with $61,866.74 on hand. Hill received contributions from the Knox County Republican Party and from the Volunteer Republican Women Club.
Councilwoman Amelia Parker – report has not posted on the KnoxVotes website yet.
Matthew Best – report has not posted on the KnoxVotes website yet. Best will not be on the General Election ballot.
City Council at Large Seat A
Councilwoman Lynne Fugate had $37,653.28, received $1,100, spent $5,297.24 with $33,456.04 on hand. Due to the unfortunate and premature death of Cameron Brooks, Fugate will be on the ballot unopposed.
Cameron Brooks – no financial disclosure has been posted on the KnoxVotes website. Unfortunately, Brooks passed away on September 1, 2023 three days following his second place finish in the August 29th Primary. Due to his passing, his name will not be on the General Election ballot on November 7.
Darin Worsham – no financial report has been posted to the KnoxVotes website.
City Council Fifth District
Councilman Charles Thomas had $895, received $100, spent $108 with $887 on hand. Thomas is unopposed on the General Election ballot.
Mayor of Knoxville
Mayor Indya Kincannon had $108,881.45, received $6,385, spent $73, 024.93 with $42,241.52 on hand. Kincannon received a campaign contribution from Nashville Mayor John Cooper (whose term is ending). Kincannon contributed $3,300 to Gloria Johnson and paid $800 for a Knox County Democrat Party Truman Dinner Sponsorship. On August 29th, Kincannon receieved 57.52% of the vote and will NOT appear on the November 7 General Election ballot
Constance Every – filed a report today October 10, 2023 closing out the campaigns account.

Jeff Talman had $8,121.12, received $3,688.13, spent $12,057.81 for a balance of -$248.56 zero in loans, with $21,107.22 in obligations. Talman received a $1,000 contributions from the Knox County Republican Party.
