Live to Fight Another Day! – Is the Dry Hollow Community with Knox County Commissioner Andy Fox

Oliver Goldsmith, 18th century Irish writer is attributed with the quote “He who fights and runs away lives to fight another day” Also Ice Cube used “live to fight another day.” A James Bond movie “Die Another Day” slightly different and among many others.

South Knox County in casting votes in the August 1 General Election had their hopes for different representation. All three candidates attended, spoke and promised different representation responsive to the South Knox community. Republican Andy Fox won. Fox first introduced himself to Dry Hollow on November 19, 2023 I was there and here is the post, with my video of his visit. On August 11, 2024 was the last visit Fox made to Dry Hollow when I was present, check it out here.

At the September 3, 2024 Knox County Commission meeting Fox asked about putting items on the agenda. On September 12, 2024 at 11:46 a.m. he posted on the Commission forum, Fox posted a Resolution

Madam Chair: I request that the attached resolution be added to the zoning agenda for this Monday, September 16, 2024. Thank you for consideration of this request. I’m still learning the forum and I didn’t see any ability to attach documents, so I have copied the text of the resolution.

A RESOLUTION OF THE COMMISSION
OF KNOX COUNTY, TENNESSEE, TO INITIATE REZONING OF CERTAIN PARCELS WITHIN THE NINTH DISTRICT OF KNOX COUNTY, TENNESSEE

WHEREAS, the Code of Knox County, Tennessee provides in Appendix A, Article 6, §6.30 that amendments to the zoning resolution for Knox County Tennessee may be initiated by the county board of commissioners.


NOW THEREFORE BE IT RESOLVED BY THE COMMISSION OF KNOX COUNTY AS FOLLOWS:
SECTION 1. Pursuant to §6.30.02 of the Code of Knox County, Tennessee, an application shall be submitted to the Knoxville-Knox County Planning Commission on behalf of the Knox County Board of Commissioners, to amend the land use and zoning for the following parcels within Knox County, Tennessee:


1. Parcel ID 138 274 and 270 (part of) – 8802 Sevierville Pike and 0 Dry Hollow Road:
o Previously rezoned under 11-F-21-RZ (Approved May 23, 2022) from Agricultural (A), General Business (CA), Business and Manufacturing (CB), and Low Density Residential (RA) to Planned Residential (PR) up to 3 dwelling units per acre. The current zoning allows up to 2.5 dwelling units per acre for approximately 64 acres and up to 1.0 dwelling unit per acre for approximately 95 acres.

o Rezoning: Initiate a rezoning for the property from Planned Residential (PR) to Agricultural (A).


2. Parcel ID 138 104 (part of) – 8744 Chapman Highway:
o Previously rezoned under 1-K-24-RZ (Approved July 15, 2024) from Low Density Residential (RA) and Agricultural (A) to Planned Residential (PR) up to 3 dwelling units per acre.
o Rezoning: Rezone the property from Planned Residential (PR) at up to 3 dwellings per acre to Planned Residential (PR) at up to 2 dwellings per acre.


3. Parcel ID 138 270, 104 (part of) – 8802 and 8744 Sevierville Pike:
o Previously rezoned under 7-W-24-RZ (Approved August 19, 2024) from Agricultural (A) to Planned Residential (PR) up to 5 dwelling units per acre.
o Rezoning: Rezone the property from Planned Residential (PR) to Agricultural (A).


4. Parcel ID 148 049 (part of) – 2814 Tipton Station Road:
o Previously rezoned under RZ-24-7-110 (Approved August 19, 2024) from Agricultural (A) to Planned Residential (PR) at up to 4 dwellings per acre.
o Rezoning: Rezone the property from Planned Residential (PR) to Agricultural (A).


5. Parcel ID 138 104 (part of) – 8744 Chapman Highway:
o Previously rezoned under 1-L-24-RZ (Approved August 19, 2024) from Agricultural (A) to General Business (CA).
o Plan Amendment: Initiate a comprehensive plan amendment to return the property to the place type classifications it had prior to August 19, 2024.
o Rezoning: Rezone the property to Open Space (OS), Planned Residential (PR) at up to 2 dwellings per acre, and Town Center Zone (TC) consistent with the proposed plan amendment

SECTION 2. That this Resolution is to take effect from and after its passage, as provided by the Charter of Knox County, Tennessee, the Public welfare requiring it.

Knox County Commission’s Madam Chair Gina Oster responded at 2:40 P.M.

Commissioner Fox, I am sorry you did miss the deadline to add this to the agenda. Per commission Rule 1, section N. You may bring documents to hand out to commissioners, and we can vote to put it on the agenda on Monday. It does require a 2/3 vote of the commission body. You of course have the option to put this on the agenda in Oct.

Thank you Madam Chair, for your response. I do intend to bring up this proposed resolution under Section 1 B.

Translation = Seven of his Commission colleagues will need to join with Fox to add this to the September 16 agenda, if they do not, it will be added most assuredly for October.

Now, South Knoxville and South Knox County in particular Dry Hollow Community, Fox has done and is doing what he said on the density zoning you have been fighting, so you live to fight another day.
