AS I AM A CURRENT EMPLOYEE FOR JOY I MUST SAY THIS IS TRUE. THE SAMYAH JUBRAN HAS BEEN BANNED BY THIS OFFICE. JOY CAME DOWN LAST WEEK AND ADVISED US THAT SHE WAS BANNED FROM ENTERING THIS OFFICE, IF ANY EMPLOYEE ALLOWED HER ACCESS WE WERE TO BE FIRED! THE ARGUMENT WAS SAMYAH WANTED THE OFFICE RAN ACCORDING TO THE LAW AND NOT THE MADE UP METHODS WE USE IN THIS OFFICE. THERE WERE HAND WRITTEN POSTINGS ON THE DOOR IMMEDIATELY! I HOPE SOMEONE HEARS MY PLEA AS I AM GOING TO JUST GET THIS OFF MY CHEST. FIRST OF ALL JOY MADE A STATEMENT TO US TWICE THAT THIS OFFICE COULD BE RAN BY MONKEYS AND I RECORDED THIS ON MY PHONE WHICH ARE NOW BANNED IN THIS OFFICE. YESTERDAY SHE CAME IN AND SAID IF I GET ONE MORE CALL FROM SOMEONE ABOUT ME FIRING AN EMPLOYEE I AM GOING TO HAVE TO GO HOME. ITS BEEN KNOWN THAT SHE GOT RID OF A CLERK EITHER FRIDAY OR YESTERDAY WERE NOT QUITE SURE, BUT THIS WAS DONE TO INTIMIDATE US ON OUR JOB. WE ARE NOT PROPERLY TRAINED AND TREY WELCH AND APRIL MAYS HAVE BEEN MAKING UP LAWS LEFT AND RIGHT NOT COLLECTING THE ARREST FEES ON EACH CHARGE IN THE AMOUNT OF $25.00 PER OCCURANCE. TREY WELCH QUIT A FEW MONTHS BACK AND WAS REHIRED AND WE WERE BETTER OFF WITH HIM NOT IN THIS OFFICE AS HE SITS ON A CHAIR AND DOES NOTHING MAKING TWICE THE AMOUNT OF THE CLERKS. WE HAVE TO KEEP OUR PURSES UNDER LOCK AND KEY AS OUR SUPERVISOR IS KNOWN TO GO THRU OUR PURSES AND TAKE PRESCRIPTION MEDICATION AND THIS HAS BEEN BROUGH TO JOYS ATTENTION AND NOTHING IS EVER SAID. I WISH JUST ONCE THAT SOMEONE WOULD DRUG TEST THIS ENTIRE OFFICE INCLUDING JOY, THERE IS AN ISSUE HERE. TREY WELCH PLACED THE COUNTY ONLINE WITH THE STATE SEVERAL MONTHS AGO WITHOUT LETTING JOY KNOW, ON THE FRIDAY WE WENT ONLINE OVER 300 PEOPLE LOST THEIR LICENSE FOR FINES OWED LESS THAN $5. HE CLAIMED HE DIDNT KNOW WE WERE ONLINE AND THREATENED TO SUE JOY IS SHE FIRED HIM. HE IS THE SECOND BIGGEST WASTE OF PAYROLL IN THIS OFFICE. THE FIRST IS APRIL MAYES, SHE IS PAID OVER $60000.00 AND HAS NO CLUE OF THIS OFFICE AND TALKS TO US LIKE WE ARE IDIOTS. SHE HASNT THE FIRST CLUE OF WHAT IS REQUIRED BY THE STATE AND REFUSES TO TRAIN THIS OFFICE. WE ARE UNDERSTAFFED AND UNDERPAID AND GET NOTHING PROMISED BY THE COUNTY. WE DID NOT GET THE EXTRA WEEK VACATION AS JOY SAID SHE REFUSED TO GIVE US THIS EXTRA WEEK IN LIEU OF A RAISE. THE SALARIES OF THIS OFFICE VERSUS THE FOURTH CIRCUIT AND CRIMINAL OFFICE ARE AS DIFFERENT AS NIGHT AND DAY. JOY IS NEVER HERE! IF SHE IS HERE YOU WILL FIND HER WITH THE SMOKE CREW AS WE CALL THEM OUTSIDE ON THE FIRST FLOOR. IF THERE WAS A WAY TO CHECK THE ATTENDANCE RECORD FOR JOY YOU WOULD FIND SHE IS NEVER HERE. WHEN SHE IS HERE SHE IS ON WHATEVER PILL OF THE DAY OF CHOICE AND YES I SAID IT. WE KNOW SHE HAS ISSUES MEDICALLY BUT THIS IS TOTALLY OUT OF HAND. THE OFFICE IS BEING RAN BY JANICE NORMAN WHO IS PAID OVER $100000.00 A YEAR AND HAS MEDICAL ISSUES HERSELF. SHE REQUESTED TIME OFF FOR MEDICAL REASONS AND INSTEAD JOY GAVE HER A RAISE AND DISAPPEARED FOR MONTHS. WE NEED HELP HERE PEOPLE THIS OFFICE IS RUNNING WITHOUT GUIDANCE, TRAINING AND A CLERK. SHE HAS HIRED AND FIRED HER BROTHER HERE SO MANY TIMES THAT IVE LOST COUNT. JUST WHEN SHE THINKS ITS SAFE SHE WILL REHIRE HIM AND WHEN CAUGHT WILL FIRE HIM. THIS IS NOT SOMEONE WHOM IS THINKING CLEARLY. ITS PRETTY BAD WHEN SHIRLEY DAVIS LEFT HERE AFTER 50 OR SO YEARS AND DIDNT WANT A RETIREMENT PARTY, WE LOVED THIS WOMAN DEARLY AND SHE WAS SO MISTREATED BY JOY. WE HAVE SEEN HER TALKED TO LIKE A DOG BY JOY AND TOLD HOW STUPID SHE WAS. AS FOR THE FIRING THIS WEEK I KNEW THE GIRL WHO WAS FIRED AND JOY THIS COMES FROM ALL OF US WE ARE NOT INTIMIDATED BY THIS. YOU CANT FIRE ALL OF US AS YOU CANT DO THE JOB AS IT IS NOW. HATE IS A STRONG WORD BUT I CAN SAY I HATE COMING HERE TO THIS JOB BUT I NEED THE MONEY AS WILL DO WHAT I AM TOLD TO SUPPORT MY FAMILY.
This is a prime example of a term limits. I’ve met her on a few occasions and she is definitely out of touch with reality. The lights are on but no one is at home. She rode the coat tail of Martha and was appointed out of sympathy. Now she is dead weight. If this is true then she needs to resign, no sense in ousting her the term is up next election. If she can’t do the job do the right thing and resign, says so much rather than to be publicly humiated by exposure of her issues.
Kick this has been to the curb, she knows she is past her prime. Try calling that office and see how many times the phone rings before someone answers. I needed assistance and could not find one person to answer my question. Had to take a day off from work to take care of something so simple, took three clerks to get answers. Not to mention these people are so rude.
How many time has she come down to our office and cried fake tears on how much she cares for us? She is so fake. Back brace and a walking stick, pop a pill and go smoke, about all I have ever seen her do. Martha was great and cared about us we never were treated this way. Everything said earlier in the first comment is the truth, would like to see this office under investigation. County commissioners asking us about the termination let them come to me I will tell them anything they want to know and more. We never make payroll to hear Joy say, its hard to make payroll when do nothing employees make triple our salaries.
We have no money for pens and post it notes but we have money to pay huge salaries, how stupid. Certain employees are allowed to park downstairs the rest of us walk to the garage blocks away, I would like to see her once hobble and pant to the Dwight Kessel garage like we do in the heat, rain and snow. On days like that you never see her.
It seems to me some of these posters must be missing some facts. There is no way an office could continue to function and run one, let alone five courts, if all of these things were happening. It seems to me that some of these people are just out to get their boss. It’s a free world. Instead of trash talking these people who, I am sure, work very hard to do their job find somewhere else to work it’d you are so unhappy.

HOW MANY ARGUMENTS HAVE WE WITNESSED WITH JOY AND THE JUDGES IN THIS OFFICE IN THE LAST FEW MONTH, AS IVE LOST COUNT. THE FIVE COURTS RUN ON AUTOPILOT AND THE DA FOUND ISSUES INTERNALLY, INSTEAD OF CORRECTING THE ISSUES JOY DENIED ACCESS. THIS JUST MAKES ME SO FRUSTRATED THAT “MISSING FACTS” WOULD EVEN COMMENT.
as a former employee, sorry girls that these things are still happening. you have to remember that everything with joy is personnel it is not about the good of the office. how can you be a good boss when you keep your nose stuck in the air and won’t speak to your employees. if you need joy, go to the smoking porch and you will find her. but now I hear morning breaks are to be over by 10:30 and afternoon breaks are to be over by 3:00 I guess if you are in court till 3 you miss your break as well as lunch. I guess she will stay out these and monitor the situation. it is time for joy and Janice to go!
I agree. If you’re so unhappy, leave. You say you’re underpaid, leave. You say you’re not properly trained, leave. I am also an employee of this office and I enjoy my job. Our supervisor has an extensive knowledge of what goes on in the office and how it should be run. She IS firm with the employees, but treats no one like an idiot. And I have never heard her refuse to train any one. And the employees who park downstairs have to pay for their parking. It’s not like they park for free. They pay just like we do. I’m so over hearing the bellyaching coming from certain people who don’t get their way. It’s like working with children. We have jobs people, be happy. We have a boss some like, some don’t. It’s their prerogative. She might speak harshly to her employees, but when it comes down to it, she will stand up and defend/support us. If she is so awful, why are you still working for her? Instead of whining about her, go find another job. And if you think you’re underpaid now, wait until you see what the pay is at other jobs for which you qualify. And I’m just throwing this out there, but if you think you’re being treated like an idiot, maybe you should step back and look at yourself and Your competence at doing your job. Time to stop pointing fingers. Take a look in the mirror. Maybe you are the weakest link. Just saying.
Maybe one of the malcontents will run for the job and see if they can bring better accountability and efficiency to the office.
I heard you bragging today how you were going to support Joy comment on the blog. Joy is for Joy and no one else. She stands up for no one but the do nothing’s here. Things were different when Martha ran this office. How many events did we go to at Shirley Davis’s house and Martha was so happy to assist anyone. She had the attitude that her employees were her family and treated us so good. The election is coming up and it’s been said as I’ve heard it this week she fired an employee to teach the staff she was still in control. That girl was the lucky one, were still here to put up with her. Supervisors here have a sorry attitude and there is so much unnecessary drama. One by one we are either dying off, retiring or firing employees. It’s pretty sad when Sweet Bobbie Hudgens died, and Joy couldn’t wait to clean out her desk before she was put in the ground. Joy didn’t even go to the service. This is what the real Joy Is about. Heartless and hatred toward us. That comment about Judge B is so true as I sat in that courtroom and watched this happen. Joy and Judge B cost this county money and the families suffered needless. I blame Joy for not putting an end to this. How many judges verdicts were changed over the years by the only person to ever die in this office? That goes so far back, but it still happened. Money will change anything in this office. Joy is guilty of so much more. Janice it’s time you quit blurring your head in the sand, as she will blame all this upon you. She has been away for so long, you will take the fall I promise you this. All the money in the world won’t make this go away. Resign and leave before you are the skape goat.
If you think it’s bad in criminal sessions try working on the first floor with her. I e seen these girls cry daily when Joy comes in doped out of her mind. I seen her slumped over her steering wheel a month or so ago. She is so mean to us up here.
I talked to a commisioner today and let him know what really goes on in this office. I signed a sworn statement for the county. Proud to do something rather than just blog.
Just two questions. First, if she has stolen from you, why not press charges on her? My guess is you have no proof and it’s just false accusations. Second, why do all you clerks have prescription meds in your purse? You talk about Joy having a problem. Pot, meet kettle.
To the clerk that got it off her shoulders God be with you! I hate that you have to still be there. Those offices used to be well respected and professional, BUT NOT ANYMORE. Since Joy has taken over there have been multiple employees quit that have been there 10 or more years. If that does not throw a reg flag! Just some cases. One employee had an attack in the office and had to go on disability because she so was stressed. Four people retired to get out of the madness. She fired one girl after 30 years of service for a mistake. Joy just wanted her out. Other people have had people arrested that should not have been or had peoples license taken and those employees were never reprimanded. If she is getting rid of people for making mistakes she will have to fire the whole office. I personally know everyone in those offices have made a mistake. Joy has favorites and they have one job in the office and stand around and gossip all day while someone else has 12 jobs and feels like they are drowning. One girl quit because she could not do the particular job she was doing and asked to be moved and Joy refused. One girl quit after 10 years for Joy’s unfairness on vacations due to her showing partial treatment to another employee. One girl quit after going to the ER once or twice a year thinking she was having a heart attack. Luckily, it was anxiety and stress and quitting the job solved the problem. She had been with the county 17 years. Joy threatens her employees and use their pay against them. Not all are fortunate enough to quit or retire. She tells them that being with the county they will lose their jobs and not get raises. These are fee offices The county needs to take control. Joy’s employees take a look at what is happening now?? No raises and people are getting fired. At least with the county you would get raises every year and it would be because you have put in your years of service and been dedicated while vacation would go by seniority not because you are the favorite. Not because Joy did or did not like you. If you don’t believe me look at salaries of new employees are being paid more than the employees that have been there for years. Fair??? NOT!!! As far as the drugs……Joy does NOTHING. A judge was asking an employee for her prescription drugs and Joy was told and done nothing about it. She talks to everyone like a dog and cares more about whether you wear flip flops than the professional function of the office. The dress code is the least of the problems in that office.
